The Division for Quality Development and Management (QEM) at FH JOANNEUM acts as an interface between quality management of academic and operational areas and thus covers the rather heterogeneous areas of science and administration.

FH JOANNEUM was awarded official status as a university of applied sciences in 2007 and the division is thus responsible for academic quality assurance in close cooperation with the FH Teaching Board and in consultation with its various committees. Along with the (further) development of curricula and submission of reports and applications to the Agency for Quality Assurance and Accreditation Austria, the devision also deals with issues and problems related to teaching processes and all aspects of evaluation.

How it all began

In 2008, a working group made up of members of the FH Teaching Board (including student representatives) and administration staff, was set up with the aim of developing and implementing an integrated management system at FH JOANNEUM. This Working Group on Quality had the task of developing and implementing a management system and/or the basis for a management system for FH JOANNEUM. Peter Wilhelmer, Head of the Division for Quality Development and Management was appointed project manager.

The goal

The goal was and still is to develop an integrated management system, which meets the requirements of a university of applied sciences, simplifies internal day-to-day processes, enables process-oriented planning and thus opens up scope for innovation and creativity and helps promote FH JOANNEUM at an external level as one of Austria’s top universities of applied sciences in Austria.

The size and complexity of our university of applied sciences mean that the support of staff with the relevant experience and expertise regarding FH JOANNEUM was and still is of key importance in the development of a targeted management system. A Quality Officer and a Deputy Quality Officer were therefore appointed for each degree programme as well as for each department and given the professional training enabling them to support the Working Group on Quality in the development of a management system and to ensure the flow of information back to the various degree programmes and departments.

In the period from 2009 to 2011, the basis for a process-oriented system aligned to FH JOANNEUM’s strategic goals was established in cooperation with the university’s departments and degree programmes (including process map, process definitions, pillar model of the core competencies, mapping of the main processes etc.).

Additional demand and acceptance analyses and graduate surveys have been carried out continuously or in specific cases since October 2014. These analyses are conducted in close cooperation with the degree programmes and are designed to ensure a high quality of teaching.
