In Albania, there is currently a weak connection between universities and the labor market. Companies only see universities as reliable partners to a limited extent when it comes to solving technical, technological or labor market-related challenges. Their central role in the training of qualified specialists is often not sufficiently recognized. The aim of the DUALBA project is to improve the employability of Albanian university graduates and pave the way for dual higher education in Albania.

Strengthening the connection between universities and the labor market in Albania

Under the leadership of the University of Novi Sad, together with other European universities and key institutions in Albania, a transferable model of dual higher education is being developed – the DUALBA model – as well as a corresponding legal and strategic framework to introduce this approach. The model aims to take the different needs and interests of students, companies and universities into account equally. It offers universities concrete recommendations for action on how to successfully implement dual training structures. As a pilot project, the DUALBA model will be introduced and evaluated at five selected Albanian universities.

Project goals

The aim of the project is to specifically strengthen the skills of Albanian university graduates and increase their employability. The focus is on the introduction of a dual training system in higher education in Albania. For this purpose, a transferable model – the DUALBA model – as well as a legal and strategic framework are being developed.

The specific project goals at a glance:

  • Introduction of dual training structures in the Albanian university system to better integrate theory and practice.
  • Strengthening practical knowledge and skills of students through the combination of academic training and operational practice.
  • Development of a legal and strategic framework for the sustainable anchoring of dual training in Albania.
  • Development of the DUALBA model to take into account the different needs and interests of students, companies and universities.
  • Promoting cooperation between universities and employers to jointly design dual educational offerings.
  • Supporting universities, companies and students in implementing the dual system through concrete recommendations and accompanying measures.

 

Events & Activities

The kick-off meeting for the “DUALBA” project took place on February 3rd and 4th, 2025 at the University of New York Tirana, Albania. 40 people from all project partners took part. The two-day meeting followed the previously approved agenda. Participants discussed crucial elements for the successful implementation of the project, including management, finance, quality assurance, work packages and first year activities.

The meeting in Tirana marked an important milestone for the successful start of the project. The active participation of all partners as well as the committed participation of the Albanian Ministry of Education and Sports created a strong basis for cooperation and mutual understanding. During the meeting, central structures were established – including the steering committee and the quality assurance team – and the activities and study visits for the first year of the project were finally coordinated. With clearly defined goals and a structured roadmap, the project is well positioned. All partners are highly motivated and committed to implementing the joint projects in a targeted manner.
